Freel Mullins became Dickenson County’s first dog warden in July, 1958. According to the original caption of the photo, he was “checking Rip, a boxer belonging to  Harold Arrington of Clintwood.  Rip’s tag was ok.”  The photo was found in the August 31, 1958, issue of The Bristol Herald Courier.
