Separate sealed Bids for the Backbone Ridge Phase V – Gilbert Drive Water Line Replacement Project for the Dickenson County Public Service Authority, which consists of 8,600 L.F. of 6-inch waterline; 3,200 L.F. ¾-inch waterline, 45 water meters; and all related appurtenances, will be received electronically online at

A non-mandatory Pre-Bid Conference will be held on June 30, 2026 at 10:00 A.M. All interested parties are requested to meet the Engineer at the DCPSA Office located at 11996 Dickenson Highway, Clinchco, Virginia 24228, at that time.
Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330).
Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
This is a federally assisted project. Bidders and Contractors performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title I of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti-Kickback” Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202.
MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.
The Contract shall be awarded to the lowest responsive and responsible Bidder(s).
The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
