Standard Banner Coal Corporation, 29059 Rivermont Drive, Meadowview, Virginia 24361 is applying to the Division of Mined Land Reclamation for a renewal of Permit No. 1102138, in order to continue the operations at the following location. The permit is located in Dickenson County, 1.0 miles south of Wakenva, Virginia, off Route 63 and 715 on Honey Branch. This permit is located on the Nora, Virginia USGS 7.5 minute quadrangle map at approximately latitude 37° 01’ 31.9” and longitude 82° 19’ 04.4” and consists of approximately 55.27 acres. The Renewal Map showing the permit area is attached in Section 21.2 of the application.
Drainage and wastewater resulting from the permitted operation will be discharged as follows:
1. The receiving stream for this operation is Honey Branch.
2. The type of discharge is stormwater.
3. The discharge locations may be viewed on the Renewal Map, which is attached in Section 21.2 of the application. These discharges are new and proposed on the Lower Banner bench.
Any person with a valid legal interest, which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of December 3, 2025 submit written comments or objections concerning this application, and may also request, in writing, that the Division of Mined Land Repurposing hold an Informal Conference concerning this application.
